Hartz IV was and is also a disciplining instrument for those on low incomes and remains associated with Schröder and the SPD. However, these social laws have not been made well-earning bourgeois classes that they are well represented by the SPD. Except in the academic and university milieu, the voter base remains loyal to the CDU and the other parties, and the SPD must make do with the rest.
